Job Title: Vice President – Compliance, CO & MLRO

Job Description: As Vice President of Compliance holding the roles of Compliance Officer and MLRO for Citco Middle East and the Dubai Representative Office, you will be the senior control function holder with primary responsibility for regulatory compliance, AML/CFT oversight, licensing, and governance — establishing strong connections with regulators, creating risk-based compliance plans, and drafting Board compliance reports for a global leader in fund services and corporate governance with more than $1.8 trillion in assets under administration.

Responsibilities:

• Hold relevant regulatory roles for Citco Middle East and the Dubai Representative Office — including Compliance Officer and MLRO
• Create, implement, and maintain risk-based compliance plans aligned to regulatory requirements and business objectives
• Establish strong connections with relevant stakeholders to assist the business on compliance matters
• Draft compliance reports for the Board of Directors of Citco Middle East; attend and contribute to Board and Committee meetings
• Participate in communications with regulators including ADGM FSRA and applicable Dubai regulators — ensuring transparent and effective engagement
• Identify, assess, and manage compliance risks relating to entities’ activities; support embedding of risk management practices and risk culture
• Act as a role model for a learning culture — providing training on compliance policies and regulatory changes
• Support the Regional Compliance Officer in regional and group-wide compliance initiatives; assist in governance of the outsourcing framework

Qualifications Needed:

• Significant VP-level compliance experience as CO and MLRO for a regulated fund services or financial services entity
• Deep knowledge of ADGM FSRA and UAE regulatory frameworks applicable to fund services and corporate governance
• Proven track record creating and maintaining risk-based compliance plans and engaging with regulators
• Excellent Board-level compliance reporting and committee engagement skills
• Strong leadership, stakeholder management, and compliance culture development abilities
• CAMS or equivalent compliance qualification preferred
