Job Title: Techno-Functional Project Manager – Cards Issuing

Job Description: As a Techno-Functional Project Manager for Cards Issuing, you will lead the delivery of complex cards issuing technology projects — bridging functional payment expertise with project management discipline to ensure on-time, on-scope, and compliant delivery of card issuing platform implementations for banking and fintech clients across the UAE and MENA.

Responsibilities:

• Lead delivery of complex cards issuing technology projects from requirements through UAT and go-live
• Bridge functional payment expertise with project management — translating cards issuing requirements into clear technical delivery plans
• Ensure compliance with regulatory and security standards including PCI DSS and Central Bank guidelines throughout card issuing projects
• Manage project timelines, risks, dependencies, and stakeholder communications for cards issuing implementations
• Coordinate cross-functional delivery teams across Product, Engineering, Compliance, and Banking Operations
• Conduct stakeholder workshops to gather and validate cards issuing functional requirements
• Produce project status reporting and governance documentation for client and internal leadership review
• Support post-implementation assessment and project closure activities for cards issuing platform deliveries

Qualifications Needed:

• Proven techno-functional project management experience in cards issuing, payment technology, or banking platform implementation
• Deep functional understanding of cards issuing architecture, processing, and operational workflows
• Familiarity with PCI DSS compliance requirements for cards issuing project delivery
• Excellent stakeholder management and project governance skills
• PMP, PRINCE2, or equivalent project management certification preferred
• UAE or MENA banking technology project delivery experience preferred
