Job Title: Senior Compliance Manager – Payments

Job Description:The Senior Compliance Manager (Payments) will own the compliance and AML/CFT agenda for HALA’s SAMA-licensed payment operations — managing regulatory relationships, implementing compliance frameworks, and ensuring HALA’s payment services meet all SAMA requirements.organization.

Responsibilities:

• Own and lead HALA’s compliance function for its SAMA-licensed payment operations in Saudi Arabia
• Design and implement AML/CFT programmes, customer due diligence, transaction monitoring, and sanctions screening for HALA’s payment services
• Act as the primary regulatory point of contact with SAMA — managing supervisory relationships, compliance submissions, and regulatory reporting
• Manage the compliance monitoring and testing programme for HALA’s payment licences
• Develop and maintain compliance policies, procedures, and training for HALA’s payment operations and commercial teams
• Implement SAMA regulatory changes across HALA’s payment operations as new requirements are introduced
• Provide compliance advisory to HALA’s product, technology, and commercial teams on payment compliance matters
• Support the Internal Audit Manager on compliance-related audit activities and findings

Qualifications Needed:

• 7+ years of compliance experience with significant focus on payment services compliance and AML/CFT in a SAMA-regulated environment
• Deep knowledge of SAMA payment regulations including the Payment Services Regulations and SAMA AML/CFT requirements
• Proven AML/CFT programme design and management experience in payments or fintech
• Track record managing regulatory relationships and SAMA supervisory engagements
• ICA, ACAMS, or equivalent compliance qualification preferred
• Excellent Arabic and English communication skills — Arabic required for SAMA regulatory engagement
• Must be based in or willing to relocate to Riyadh; Saudi national preferred
