Job Title: Programme Manager – Regulatory Change (UAE)

Job Description: The Programme Manager will own end-to-end delivery of this UAE regulatory change project — engaging senior stakeholders, interpreting FSRA Virtual Assets rulebook requirements, managing governance, and driving business readiness across compliance, technology, and operations.

Responsibilities:*

• Own end-to-end delivery of Copper’s UAE local regulatory change project, ensuring alignment with strategic objectives, regulatory timelines, and risk appetite
• Engage and influence senior stakeholders and C-suite across Compliance, Legal, Risk, Operations, and Technology
• Collaborate with SMEs to interpret new and existing regulations (particularly the FSRA Virtual Assets rulebook) and translate them into actionable change initiatives
• Analyse and define business processes to identify gaps and operational improvements
• Establish and maintain robust governance frameworks, steering committees, and reporting mechanisms
• Proactively identify, assess, and mitigate programme risks and issues — escalating timely resolution
• Manage third-party vendors within scope, time, and cost constraints
• Drive business readiness, training, and communication plans to embed regulatory changes across impacted teams

Qualifications Needed:

• Proven track record in programme/project management with strong focus on regulatory or compliance-driven change
• Background in financial services, fintech, or a similarly regulated industry
• Experience with regulatory engagement and audit readiness in the UAE or GCC
• Strong leadership and C-suite stakeholder engagement skills
• PMP, PRINCE2, or equivalent certification is preferred
• Familiarity with digital assets, blockchain, and ADGM/FSRA regulatory frameworks
