Job Title: Legal Counsel – Regulatory & Licensing

Job Description: The Legal Counsel will provide legal advisory across licensing applications, regulatory submissions, commercial agreements, and compliance matters — supporting HALA’s growth across MENAP while ensuring all legal and regulatory obligations are met.

Responsibilities:

• Provide legal advisory on regulatory and licensing matters across HALA’s licensed entities in Saudi Arabia, UAE, and Egypt
• Support licensing applications, regulatory submissions, and SAMA/FSRA engagements with accurate and well-structured legal documentation
• Review and advise on commercial agreements including partnerships, vendor contracts, technology agreements, and data processing arrangements
• Draft, review, and maintain legal policies, terms and conditions, and regulatory compliance documentation
• Advise business teams on UAE, Saudi Arabia, and Egypt employment law, data protection, and commercial law matters
• Partner with Compliance, Finance, and Operations teams on cross-functional legal matters
• Monitor regulatory developments across HALA’s operating jurisdictions and advise on implications
• Manage relationships with external legal counsel across MENAP markets

Qualifications Needed:

• Qualified lawyer with 4–7 years of post-qualification experience in financial services, fintech, or regulatory law
• Experience advising on financial services licensing and regulatory compliance in Saudi Arabia (SAMA) and/or UAE (CBUAE, DFSA, or FSRA)
• Strong commercial law skills including contract drafting and negotiation
• Understanding of MENAP regulatory landscape for fintech and payments preferred
• Excellent Arabic and English communication skills — Arabic is required for KSA regulatory matters
• Must be based in or willing to relocate to Riyadh
