Job Title: Head of Risk E-Money MENA (SVF)

Job Description: The Head of Risk MENA (SVF) will establish the risk governance framework for the entity, design and own second-line risk controls, lead regulatory risk engagement, and provide independent risk oversight across Capital.com’s UAE e-money and payments operations.

Responsibilities:*

  • Build and lead the independent second-line risk function for Capital.com’s Store Value Facility (SVF) entity in the UAE
  • Set the risk direction and define the risk appetite framework for the SVF entity in alignment with CBUAE requirements
  • Design and implement the risk governance framework covering market, credit, liquidity, operational, and regulatory risks
  • Provide independent risk oversight and challenge across all first-line functions within the SVF entity
  • Lead engagement with the Central Bank of the UAE on risk-related matters, supervisory reviews, and regulatory reporting
  • Develop risk policies, control frameworks, and risk appetite statements tailored to CBUAE SVF requirements
  • Produce risk reporting for senior management and Board committees covering all risk categories
  • Support the rollout of new payment products and e-money services from a risk governance perspective

Qualifications Needed:

  • Significant experience in enterprise risk management, second-line risk, or risk governance within a regulated financial institution
  • Strong understanding of CBUAE regulatory frameworks, particularly the Stored Value Facility (SVF) Regulation and UAE payment regulations
  • Experience building or leading a second-line risk function in a regulated payments, fintech, or e-money environment
  • Expertise in risk governance frameworks including risk appetite design, RCSA, and control effectiveness assessment
  • Strong regulatory relationship management skills — experience engaging with CBUAE or comparable Gulf regulators
  • Excellent written and verbal communication skills for Board-level and regulatory-level risk reporting
  • Professional risk qualifications (FRM, CFA, or equivalent) preferred
