Job Title: Head of Regulatory Affairs

Job Description: The Head of Regulatory Affairs will manage Lean’s SAMA relationships, lead licence compliance and expansion, monitor regulatory developments, and represent Lean in industry forums and government consultations.

Responsibilities:

  • Lead Lean’s regulatory affairs function — managing SAMA relationships, licence compliance, and regulatory engagement
  • Monitor and assess the impact of SAMA regulatory developments, Open Finance framework updates, and emerging payment regulations
  • Lead Lean’s participation in SAMA consultations, working groups, and Open Finance standards bodies
  • Manage all regulatory filings, periodic submissions, and compliance reporting obligations under Lean’s SAMA licence
  • Partner with Legal, Compliance, Product, and Commercial teams to ensure Lean’s products and operations remain within regulatory boundaries
  • Build and manage relationships with government stakeholders including SAMA, CMA, and other relevant regulatory bodies in Saudi Arabia
  • Represent Lean in industry forums, fintech associations, and Open Finance working groups
  • Support Lean’s regulatory strategy for expansion into UAE, Egypt, and other MENA markets

Qualifications Needed:

  • 8+ years of regulatory affairs, government relations, or compliance experience within a SAMA-regulated financial institution, fintech, or consulting firm
  • Deep knowledge of SAMA’s Open Finance regulatory framework and Saudi Arabia financial services regulations
  • Established relationships with SAMA officials and familiarity with Saudi financial regulatory processes
  • Experience representing a regulated entity in regulatory consultations and working groups
  • Excellent Arabic and English communication skills — Arabic is essential for SAMA engagement
  • Saudi national or UAE national with deep Saudi regulatory experience strongly preferred
  • Must be based in or willing to relocate to Riyadh
