Job Title: Chief Compliance Officer / MLROon
Job Description: The CCO/MLRO is responsible for designing and embedding a best-in-class, tech-enabled compliance framework that safeguards customer funds, keeps Paysend ahead of CBUAE expectations, and enables innovative products while fostering a culture of integrity across the firm.
Responsibilities:
- Serve as the regulator-approved, Board-reporting CCO/MLRO for Paysend UAE — owning the entire compliance and financial crime agenda
- Design and implement a comprehensive compliance framework covering regulatory compliance, AML/CFT obligations, conduct risk, and consumer protection
- Ensure compliance with CBUAE regulations including the Stored Value Facility Regulation (2020), Market Conduct Regulation (2023), Consumer Protection Regulation (2021), and Exchange Business Regulations (2025)
- Act as the primary regulatory interface with the CBUAE — managing supervisory engagement, compliance submissions, and regulatory reporting via the Paysend Notification Gateway (PNG) and goAML platforms
- Conduct objective, independent risk assessments ensuring compliance with all AML and ATF requirements
- Oversee AML/CFT monitoring systems, sanctions screening, transaction monitoring, and suspicious activity reporting
- Build and maintain the compliance monitoring and testing programme for Paysend UAE’s licensed operations
- Lead regulatory change implementation as new CBUAE requirements are introduced across digital money exchange and cross-border payment services
- Foster a culture of compliance integrity across all Paysend UAE operations and business functions
Qualifications Needed:
- Significant experience as CCO, MLRO, or senior compliance leader at a CBUAE-licensed payments, fintech, or financial services entity
- Demonstrable experience as a regulator-approved CCO/MLRO or strong track record qualifying for CBUAE regulatory approval
- Deep knowledge of CBUAE regulatory frameworks for payments — specifically SVF Regulation, Exchange Business Regulations, and UAE AML/CFT Laws
- Proven AML/CFT programme design and management experience in a digital payments or remittance environment
- Experience engaging with the CBUAE on regulatory matters and supervisory reviews
- Tech-enabled compliance mindset — ability to leverage compliance technology for monitoring, reporting, and control automation
- ICA, ACAMS, or equivalent compliance qualification preferred
