Job Title: Chief Compliance Officer / MLRO

Job Description: The CCO/MLRO is the regulator-approved executive who owns the entire compliance and financial-crime agenda, designing a tech-enabled framework that safeguards customer funds, keeps Paysend ahead of CBUAE expectations, and enables innovative products including digital wallets, prepaid cards, P2P payments, and cross-border remittances.

Responsibilities:

  • Act as named CCO & MLRO with the CBUAE (independent of revenue functions), leading license applications, onsite inspections, supervisory meetings, and on-time submission of all regulatory returns (AML, prudential, statistical, safeguarding)
  • Design, implement, and continuously improve the compliance architecture covering SVF, AML/CFT, RPSCS overlaps, consumer protection, outsourcing, data privacy, and cybersecurity; chair the Risk & Compliance Committee and deliver clear MI to the board
  • Establish and monitor customer-fund segregation and escrow arrangements in line with CBUAE safeguarding rules; conduct periodic Risk & Control Self-Assessments (RCSAs) and drive remediation through to closure
  • Oversee the full SAR lifecycle, sanctions/PEP screening, transaction-monitoring rules, and fraud-detection controls; own the Business-Wide Risk Assessment (BWRA) and ensure ongoing CDD/EDD with periodic customer-risk re-ratings; serve as primary FIU and law-enforcement contact
  • Partner with Product, Engineering, and Data teams to embed compliance controls in onboarding flows, payment rails, and new features (multicurrency wallets, joint accounts); vet vendor integrations, APIs, and outsourcing arrangements for regulatory and data-privacy compliance
  • Investigate client complaints or operational incidents with regulatory, AML, or reputational impact; lead root-cause analysis and report outcomes to the board and regulator as required
  • Deliver mandatory AML and compliance training to all UAE staff and maintain training logs; promote a culture of integrity across the firm
  • Approve marketing and financial promotions before release to ensure AML, conduct-risk, and consumer-protection compliance

Qualifications Needed:

  • Regulator-approved CCO/MLRO with prior approval or proven approvability under CBUAE (or comparable Gulf regulator) requirements
  • Significant experience in a senior compliance or MLRO role within a regulated payments company, SVF operator, digital wallet provider, or cross-border remittance business
  • Deep knowledge of CBUAE regulatory framework including SVF Regulation, Market Conduct Regulation, Consumer Protection Regulation, and Exchange Business Regulations
  • Proven experience building and managing AML/CFT programs including transaction monitoring, SAR/STR reporting, sanctions screening, and CDD/EDD procedures
  • Experience with RegTech tooling and goAML platform reporting
  • Strong board-level communication and stakeholder management skills
  • Ability to serve as both strategic compliance architect and operational MLRO simultaneously
