Job Title: Regulatory Affairs & Licensing Specialist

Job Description: As a Senior Regulatory Affairs and Licensing Specialist at a globally connected fintech or payments organization, you will apply significant experience advising on regulatory and licensing matters in one or more GCC markets — ideally within payments, fintech, or broader financial services — managing regulatory affairs across the GCC for a regulated financial services organization.

Responsibilities:

• Apply significant experience advising on regulatory and licensing matters in one or more GCC markets
• Manage regulatory affairs and licensing across GCC markets for a regulated financial services organization
• Monitor and assess regulatory developments across GCC jurisdictions — CBUAE, SAMA, CBK, and QCB
• Develop and maintain regulatory intelligence frameworks for GCC fintech and payments licensing
• Prepare and manage regulatory submissions — licensing applications, business plans, and correspondence
• Engage with GCC regulators and central banks on licensing, authorisation, and compliance matters
• Provide strategic regulatory advisory to Product, Legal, and Commercial teams on GCC requirements
• Monitor GCC regulatory developments affecting fintech, payments, and broader financial services licensing

Qualifications Needed:

• Significant experience advising on regulatory and licensing matters in one or more GCC markets — required
• Experience ideally within payments, fintech, or broader financial services regulatory contexts — required
• Proven Regulatory Affairs and Licensing Specialist experience with GCC markets background
• Deep knowledge of GCC regulatory frameworks — CBUAE, SAMA, CBK, QCB, and CBB standards
• Excellent regulatory submission management, regulator engagement, and strategic advisory skills
• GCC fintech or payments regulatory affairs and licensing experience strongly preferred
