Job Title: Head of Regulatory Affairs & Licensing

Job Description: As Head of Regulatory Affairs and Licensing for the Middle East, you will be responsible for leading regulatory strategy and licensing across the UAE and broader Middle East — requiring a minimum of 8 years of governmental affairs, regulatory affairs, or legal experience ideally within financial services or the crypto-asset industry in the Middle East. You will build and maintain direct relationships with VARA, CBUAE, and other regional regulators while driving the organization’s licensing and regulatory expansion strategy.

Responsibilities:

  • Lead regulatory strategy and licensing across the UAE and broader Middle East for a globally operating digital finance company
  • Apply minimum 8 years of governmental affairs, regulatory affairs, or legal experience in financial services or crypto-asset industry
  • Build and maintain direct, high-level relationships with VARA, CBUAE, and other regional financial regulators
  • Drive end-to-end licensing processes across the UAE and Middle East — managing regulatory submissions and authorisation applications
  • Develop and execute regulatory engagement strategy — positioning the organization favorably with UAE and regional regulators
  • Advise senior leadership on regulatory risk, licensing timelines, and strategy for new product and market initiatives
  • Monitor UAE and global regulatory developments in digital assets and fintech — providing proactive regulatory intelligence
  • Coordinate with Legal, Compliance, Product, and Commercial teams on regulatory strategy implementation and licensing

Qualifications Needed:

  • Minimum 8 years of governmental affairs, regulatory affairs, or legal experience — ideally within financial services or the crypto-asset industry in the Middle East
  • Direct experience engaging with UAE financial regulators (VARA, CBUAE, DFSA) on licensing and regulatory matters
  • Proven track record driving end-to-end licensing processes for crypto or fintech entities in the UAE
  • Established relationships with UAE and Middle East regulatory bodies and government stakeholders preferred
  • Deep knowledge of UAE digital asset regulatory framework and fintech licensing requirements
  • Arabic language skills strongly preferred for UAE regulatory and government engagement
