Job Title: Head of Regulatory Affairs & Licensing

Job Description: As Head of Regulatory Affairs and Licensing for the Middle East at a globally pioneering digital finance and stablecoin company, you will be comfortable managing relationships and communications between various stakeholders — both internal and external — to lead the regulatory affairs and licensing function across MENA markets for a globally leading stablecoin organization.

Responsibilities:

• Manage relationships and communications between various internal and external stakeholders on regulatory matters
• Lead the regulatory affairs and licensing function across MENA markets for a globally leading stablecoin company
• Drive end-to-end licensing processes with regulators across UAE, KSA, Bahrain, and wider MENA jurisdictions
• Build and maintain senior relationships with VARA, CBUAE, and MENA central banking regulators
• Develop and execute the Middle East regulatory affairs and licensing strategy
• Prepare and manage regulatory submissions — licensing applications, business plans, and correspondence
• Coordinate with Legal, Compliance, and Product teams on regulatory requirements across MENA markets
• Monitor MENA digital asset, stablecoin, and fintech regulatory developments for strategic licensing intelligence

Qualifications Needed:

• Comfortable managing relationships and communications between various internal and external stakeholders — required
• Senior compliance leader with 5+ years relevant experience in regulated financial services aligned to VASP/digital assets — required
• Proven Head of Regulatory Affairs or Licensing experience with MENA fintech regulatory background
• Deep knowledge of VARA, CBUAE, and MENA licensing frameworks for digital assets and stablecoins
• Excellent stakeholder management, regulatory submission expertise, and licensing strategy leadership
• GCC or MENA digital asset or stablecoin regulatory affairs leadership experience strongly preferred
